TOUHEY\, Chief Executive Officer and Executive Vice President\n CAROL ANN SHORT\, Vice President Government Affairs\, Chief Operating Officer Turning the New Jersey Housing Industry Around in 2010\n Residential building permits rose slightly in November and the NJBA is continuing with its pro-housing agenda to help get our industry back on top in 2010. Come out and learn about the strategies that NJBA plans to take to help the housing industry and our members rebound. The NJBA has introduced bills critical to our industry in the Legislature since the election in November: The NJ Homeownership Tax Credit Act: A4278 would give qualified taxpayers a tax credit of up to $15\,000\, spread over three years\, for the purchase of a new home. The tax credit would be offered to all qualified buyers\, not just first time homeowners. 2 1/2-Year Extension of Permit Extension Act   S3137 extends the majority of municipal\, county\, and regional approvals to December 31\, 2012. (The existing act is set to expire on July 1\, 2010.) Extension of Water Quality Management Rule   This bill extends the deadline for counties to establish or update wastewater management plans to April 7\, 2011. Time of Application: S3045 and A4280 would require that those development regulations which are in effect on the date of submission of an application for development shall govern the review of that application for development and any decision made with regard to that application for development.
